Shri Arvind Kumar is the Director General of Software Technology Parks of India (STPI). Before joining STPI, he was working in Telecom Regulatory Authority of India (TRAI) since 2004. As advisor in TRAI, he was responsible for formulating policies on broadband, data security & privacy issues, manufacturing, DTH, IPTV, TV broadcasting and OTT, after having worked since 1997 in the Indian Government run premier technology centre, C-DoT, in various capacities.
He also has worked with International Telecommunication Union (ITU) as Rapporteur on the issues related to Migration to Next Generation Network (NGN) including OTT, cloud computing, security and privacy related issues. Shri Kumar holds an MTech degree from the prestigious Indian Institute of Technology, Varanasi, India.

Dr. V. M. Bhale(Vice Chancellor, Dr. PDKV, Akola, Co-Chairperson of Governing Council of CoE - FASAL)
Dr. Vilas M. Bhale is the Vice Chancellor of Dr. Panjabrao Deshmukh Krishi Vidyapeeth, Akola which is a State Government Agricultural University in Maharashtra since September 2017. He has very rich & vast experience of 42 years. As a Professor and Head of the Department of Agronomy from 2001 to 2017, he has guided more than 50 M.Sc. and Ph.D (12) students as major guide. He has handled several externally funded projects viz., National Invasive Weed Surveillance Project, VSI Product Testing, National Agriculture Technology Project, Maharashtra Composite Irrigation Project, National Agriculture Research Project & many more such prestigious projects. He has been advisor in American Biographical Institute, Vice President of Indian Society of Agronomy, joint Secretary of Indian Society of Agronomy, Expert member in QRT on Minor Millets. Under his vision, the massive campaign “Dr. Panjabrao Deshmukh Competitive Forum, Akola” was launched to motivate the students. The efforts resulted in the conferment of prestigious Centre of Excellence Awards to PDCF by ICAR. He has more than 200 publications to his credit and also authored 6 books.
Dr. Devesh Tyagi (Senior Director, STPI and Managing Director, STPINEXT)
Dr. Devesh Tyagi is Senior Director, Software Technology Parks of India (STPI). He has more than 26 years of experience in IT/ESDM sector. He has been actively involved in the profasal of IT/ESDM sector and also working for the profasal of entrepreneurship, innovation and product creation in the country. He has also been involved in various policy formations for IT/ESDM sector. Prior to joining STPI, he served National Informatics Centre (NIC) in various capacities. He has a wide range of experience in Project Management and Software development. He possesses strong technical capabilities and delivered lot of remarkable projects during this period. Shri Tyagi has earned his B.Tech in Computer Science and Engineering from Marathawada University and Masters Degree from BITS, Pilani.
Dr. Anand Deshpande (Chief Mentor of CoE -FASAL, Founder & CMD, Persistent Systems Pvt Ltd)
Dr. Anand Deshpande is the Founder, Chairman and Managing Director of Persistent Systems and he is the driving force in growing Persistent Systems from its inception in 1990, to the publicly-traded global Company of today.
He is also Founding member of iSPIRT and Inter Institutional Inclusive Innovations Centre. Dr. Deshpande has served numerous positions at various professional and non-profit organizations viz. NASSCOM’s Executive Council, ACM, SEAP, Pune Chapter of CSI, CII’s Pune Zonal Council, and many more. Currently, he serves as a Trustee of the VLDB Endowment and Trustee of BAIF. He has established DeAsra Foundation, a non-profit entity which focuses on creating self-employment at scale.
Dr. Sanjay Kumar Gupta (Director, STPI Maharashtra & Goa and Director, STPINEXT and CEO, MOTION CoE & FASAL CoE, Pune)
Dr. Sanjay Kumar Gupta is Jurisdictional Director of Software Technology Parks of India (STPI-Maharashtra & Goa), Ministry of Electronics & Information Technology, Government of India. He is responsible for profasal of Software Exports from these States along with implementation of various policies in IT/ITeS and ESDM sector, he is profoundly contributing for growth of High Speed Data Communication services, incubation services and setting up of Centre of Entrepreneurship (CoE) for new & emerging technologies. He brings over 25 years of experience in IT sector having unique distinction of working very closely with Government and IT Industry. He earned wide experience in formulation and implementation of various important ICT applications across various domains. Prior to joining of STPI, he served National Informatics Centre (NIC) in various capacities. Mr. Gupta has earned Master’s Degree in Electronics and M.Tech in Computer Science. He is member of various Committees constituted by Govt. of Maharashtra and Goa and has contributed significantly in drafting and implementing state IT policies.
Shri Subodh Sachan (Director, STPI-HQ and Director & Chief Innovation Officer, STPINEXT)
Shri Subodh Sachan, Director STPI Head Quarter and Director & Chief Innovation Officer of STPINEXT, is heading pan-India startup initiatives of Software Technology Parks of India (STPI) including establishment of domain specific Centres of Entrepreneurship in emerging technologies like IoT, AI, BlockChain, AR/VR etc. An IIT Roorkee and IIM Bangalore alumnus, is a senior professional from the Industry who has joined STPI as Director after working in the Industry at Global level in various capacities. He has worked in diversified areas of the technology industry, a major portion of which is into telecom & related fields. In particular, he has been part of start-ups in leadership role, right from inception to successful listing of the company (IPO). On the other side of the industry spectrum, he has also been part of senior management in MNCs and global telecom behemoths like Motorola and Nokia. He has successfully headed the Bangalore chapter of IIM Ahmedabad’s Centre for Innovation Incubation and Entrepreneurship (CIIE).
